An informant for the Federal Bureau of Investigation (FBI) founded one of the largest neo-Nazi groups in the U.S., according to a report.
Headline USA broke the news following its review of previously unpublished records dubbed the “Fed Files.” The documents disclosed that an informant for the federal law enforcement agency served as the co-founder of the National Socialist Movement (NSM). The NSM had been connected to “numerous crimes and violent events,” including the 2017 “Unite the Right” rally in Charlottesville, Virginia.
The NSM was once known as the “Hollywood Nazis” for its flamboyant demonstrations and crude propaganda. Meanwhile, the Southern Poverty Law Center noted the group’s specialty of “theatrical and provocative protests.” It continued: “The group’s brand and tactics of demonstrating in quasi-Nazi uniforms stalled, and its membership tally subsequently dipped.”
The NSM was established in 1974 by Cliff Herrington and Robert Brannen, who were chief lieutenants of George Lincoln Rockwell. Fifteen years prior in 1959, Rockwell founded the American Nazi Party. But by 1976 – two years after the NSM’s founding – there were rumors of Brannen colluding with the FBI circulating within the neo-Nazi sphere.
An April 1976 article on the National Socialist, the NSM’s own publication, served to fuel these rumors. The said article denied an accusation by the rival National Socialist White Peoples Party (NSWPP) that Brannen was an informant, calling such allegations a “reckless and irresponsible smear attack” on the NSM co-founder.
But an internal FBI memo from May 1976 warned that Brannen’s cover might have been blown with the publication of the article. While the redacted memo didn’t identify him by name, it referenced Brannen through the National Socialist piece and the accusations against him at the time. “Informant’s photograph and description appeared in the February 1976 NSWPP publication and he was named an FBI informant,” the memo stated.
Brannen stayed on as NSM leader until 1983, when he suffered several strokes. Herrington took over his colleague’s position until 1994, when he stepped down and appointed Jeff Schoep to replace him. Schoep then left the NSM in 2019, but not before appointing Burt Colucci – who leads the group to this day – as successor.
But Bill White, a former NSM member, alleged that Schoep was also an informant for the FBI just like the group’s co-founder. White, who is serving time in jail for multiple felony convictions, made these allegations in a 2017 Freedom of Information Act (FOIA) lawsuit and a 2020 court declaration. He attached the May 1976 FBI memo to the 2020 court declaration.
White alleged that the FBI took control of the NSM as early as 2004, and likely much earlier. He claimed in the 2017 FOIA lawsuit that the FBI and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) “would use the National Socialist Movement to hold phony ‘white supremacist’ rallies.”
“The FBI-Joint Terrorism Task Force (JTTF) would also arrange for violent counter-demonstrations against these rallies through informants in groups such as Anti-Racist Action,” White’s lawsuit alleged. “The ATF was also using the NSM in a similar fashion.”
“Neither party was disclosing that the rallies were fraudulent. Instead, the federal government was using the rallies to make it appear as if there was a ‘domestic terror threat’ when no such threat existed.” (Related: Capitol protest organizer outed as “prolific” FBI informant.)
White expressed the belief that Schoep was indeed an FBI informant due to the then-NSM leader’s tendency to “frequently lie” when they worked directly together between 2005 and 2006. “Schoep frequently asked me to go various places to perform tasks that only advantaged the FBI-JTTF operation, either by adding legitimacy to their front groups or to get me away from situations,” he wrote.
Herrington denied that his colleague was an FBI informant, saying in an email: “I knew Brannen personally, [and] he wasn’t on the take.” Meanwhile, Schoep also denied that he was an FBI informant during his time at the top of the NSM. He even noted that he openly collaborates with the federal law enforcement agency nowadays and has disavowed his earlier ties to the neo-Nazi movement.
